The MOS for Road Transport and Highways, Mansukh L Mandaviya was recently asked through a written query if bike taxis had been made legal in 14 states. He clarified saying that under the Motor Vehicles Act 1988, under section 72 and 73 the state governments have the authority to issue taxi permits for two wheelers.
With easier affordability of vehicles, the traffic problems are becoming difficult to handle by the state governments. Another reason for this menace is that the authorities are not able to strengthen public transport at the same level as it is needed.
With this new regulation, the people on the roads have an option to get another cheap way to commute and this will also give more employment opportunities and help with the traffic problems. With two wheeler insurance online, bikes are safer to ride.
There are many startups which provide bike taxis like Rapido, Bike Bot, Vogo, Baxi, Bounce, Now, etc. and this new law is going to increase their business too.
Mandaviya, while addressing the parliament added that the government is promoting the concept of shared mobility as this will help reduce traffic. He said that the governments of the state are capable to frame policies and regulations to let the bike taxis function is a conducive way.
Nitin Gadkari, the Road Transport and Highways Minister, had previously said that government will facilitate the operation of bike taxis on a larger scale as this will reduce the traffic on the roads of the country.
Till very recently, there was no clear regulation and funds were a major issue which the bike taxi companies were facing and thus, they were shutting operations.
Also, this segment was not taken seriously by the main players in the market like Uber and Ola. Though Haryana had given permits to companies, many startups shut down operations there.
The Impact
With the draft regulations, there will be more and more investors who will be willing to pump in money in the sector of bike taxis.
